Under the National Disability Insurance Scheme (Quality and Safeguards Commission and Other Measures) Transitional Rules 2018, all residential aged care providers who were providing support to NDIS participants on 1 December 2020 received automatic NDIS registration for assistance with daily living in a group or shared living environment, while new providers of dual supports will need to apply. Maintaining registration requires services to demonstrate compliance with the NDIS Practice Standards and Quality Indicators as well as the Aged Care Quality Standards (ACQS). Similarly, MOA recognises that many organisations who provide Home Care also deliver NDIS supports, and so are maintaining quality management systems that need to meet both sets of standards.
While recent updates, such as changes to restrictive practices in aged care and the introduction of infection prevention and control requirements for NDIS providers, have brought these two regulatory approaches into closer alignment, the intersection of the two systems can still present compliance challenges.
